Dubai has introduced a new set of rules governing shared residential accommodation, aiming to raise living standards and improve urban planning across the emirate.

New law restricts family-individual cohabitation and limits shared housing to specific zones

The regulations forbid families and unrelated individuals from sharing the same residential unit and confine shared-housing arrangements to areas designated by the authorities.

These changes are enacted under Law No. 4 of 2026, issued by Dubai Municipality and effective from August of this year.

Property owners and operators offering shared accommodation receive a one-year grace period to bring existing units into full compliance, allowing a smoother transition without immediate disruption.

The law’s rationale focuses on social considerations and efficient use of urban space. By separating families from individuals, officials seek to protect privacy and comfort for all residents.

Separating household types can reduce friction and promote a more harmonious environment, especially in a city where expatriates and locals often live in close proximity. It also simplifies management of communal facilities.

Limiting shared housing to designated districts reflects a planning decision intended to avoid overcrowding and to support balanced community growth. The approach helps manage infrastructure, services and amenities in zones equipped for higher density.

For the real-estate sector, the regulation requires a review of current business models for shared-living properties. Developers and managers may need to adjust layouts, occupancy permits and rental contracts to meet the new standards.

Authorities expect the rules to raise the quality of shared accommodation, ensuring residents benefit from regulated and appropriate living conditions. The measure reinforces Dubai’s reputation as a meticulously planned, resident-focused global city.
