
Prime Minister Lawrence Wong announced significant housing policy shifts during the 2026 National Day Rally, focusing on increasing ballot priority for families and adjusting income eligibility ceilings. These changes aim to assist first-time applicants in securing homes while addressing long-term land development goals through the East Coast Long Island project.
The government will implement a new priority system for first-timer families with children. Starting with the February 2027 Build-To-Order exercise, households with children aged 18 and below will receive one additional ballot chance for every child. This adjustment provides a for parents compared to applicants without children.
Lawrence Wong stated that the current priority for engaged and married couples is insufficient for those raising families. By granting extra chances for each child, the administration intends to help these applicants secure their units sooner. Officials have not indicated if this policy will expand to cover other demographic groups in future cycles.

Wait times might increase.
Given the persistent demand for public housing, this shift toward child-centric allocation might lead to a more tiered application environment. As competition for prime locations remains high, wait times for families without children could stretch, forcing a recalibration of expectations for younger couples who have yet to start their families.
To reflect wage growth since 2019, authorities have raised the monthly household income ceiling for public housing and Executive Condominiums. The new limit for families is set at $16,000. This amount also governs eligibility for housing loans and CPF Housing Grants for resale flats.

The adjustment ensures that the majority of couples retain access to subsidized options as their career earnings increase. For singles aged 35 and above, the income ceiling has been raised to $8,000, allowing more individuals to qualify for 2-room Flexi BTO units or resale housing grants. The age requirement for singles remains unchanged at 35.
The long-term development of the East Coast Long Island remains a cornerstone of the nation’s land-use strategy. Singapore’s “Long Island” project is a multi-decade land reclamation and coastal protection undertaking off the East Coast. While public housing (HDB flats) is a central component of the long-term land-use strategy, the residential rollout remains decades away.
The residential rollout is expected to span several decades. The site is intended to mirror the development model of Marine Parade, which was also constructed on reclaimed land during the 1970s.
